Sorta Scary...

 I recently came across this video via facebook from a friend (or a friend of a friend) who's dad is in the house of representatives (Louie Gohmert).  He's wanting to read 300 pages that had been added to a bill of 1,090 pages before they vote on the bill, and it seems that the speaker of the house has no idea where he can get a copy of the amendments.   Gotta love our government in action.

Oh, please. This guy is making a show. He is in Congress, he knows how to get the bill and he has a bunch of staffers who have the exact job of getting these things to him. She is exactly right, it's not the job of the chair of the house (the is not the Speaker of the House...it's obviously not Nancy Pelosi) to find the printed copies for him. This kind of thing is so easy to look at and laugh at and make it a big deal, but to someone who knows how parliamentary procedure works, it's Congressman Gohmert who looks like a clueless fool.

In the video, Louie addresses her as "Madam speaker."

Your explanation also doesn't make sense, or else he could have been given a very simple answer to his question. It's also not a question of getting a copy of the bill itself, it's a matter of getting the amendments. He's been in the house for four years, it's not like he has no idea how things work.

"Madam or Mr. Speaker" is a form of address for the person presiding, not a title. If you ever watch the Senate, you will notice they address the Senator who is presiding as Mr. or Madam President, that doesn't mean President is part of their title. Speaker of the House is a title, held only by Representative Pelosi.

You made my point. He has been there four years, he knows exactly how things work. He is using this as a moment to make a point, and it has nothing to do with missing amendments. The full House votes on a "report" that is the final passed version of a bill, with all amendments, from the committees. If there are new amendments introduced in the full House, they are provided by the Clerk of the House to the members. She directed him to amendments from the Rules Committee, which means he needs to go to the Chairman of the Rules Committee or the clerk of that Committee. In reality, someone from his staff would have already done this and I am sure he knows this. Regardless, what he is addressing is not a parliamentary question, as she said, and it was improper for him to bring it up there as it was clearly nothing but an effort to get attention and to try to embarrass her. If he needed to know where the amendments are, he could have simply asked the Clerk of the House and he knows it.

The point that Congressman Gohmert is making is that the vote for passage of these some thousand pages and the addition of many more pages is about to become more law "crammed down the throat" of the citizenry.  It is about time that more of these lawmakers began to question the procedure which more often than not is a method of "cloaking"  other controversial ammendments that are not even related to the main bill being considered.
